When one transistor pair conducts, it lights up two LEDs while the other pair remains off. The RC network (resistors and capacitors) charges and discharges alternately, causing the transistors to continuously switch states. This creates the beautiful alternating flash pattern you see.

The 10k resistors limit the current flowing through the transistors and help determine the flashing frequency together with the capacitors.
